The work done at the state and local level is critical to the well-being of so many of its citizens, and it is remarkable to see all that is accomplished by so many hard-working public servants every day.
But the work is complex, and the demands that agencies face today can seem impossible to overcome.
It’s easy to lose sight of the fundamentals of serving families and get distracted by “production pressures” to meet certain financial or programmatic targets.
Through the development of pragmatic strategies, that address the very real problems that organizations face.

Jeff Lukich, Principal
Originally from Charleston, South Carolina, Jeff has spent the last 30 years serving families. He began his career as a case manager with the Georgia Division of Family and Children Services in 1989. Jeff served in many capacities in state government over the years, including State Director of Field Operations and Deputy Director of Child Welfare.
Jeff retired as the Division’s Chief of Staff in 2018. In this role, he was responsible for all day-to-day operations of the division and the work of nearly 8000 staff, and an annual budget of $1.4 billion. As Chief of Staff, Jeff had oversight of all aspects of the Division’s programs including child welfare, eligibility, policy, budget, and finance, as well as communications and legislative affairs.
During the final years of his career, Jeff was a part of Georgia’s child welfare reform effort which led to many positive outcomes for the agency and the families they served. Under his leadership, Georgia significantly improved safety outcomes for children, reduced the number of children entering foster care, lowered staff caseload counts, and improved staff turnover. As a nationally recognized leader in child welfare, Jeff is known for his ability to execute with swiftness, precision, and impact.
Following his retirement from the State of Georgia, Jeff joined the Atlanta – Washington, DC-based management consulting firm DLH Corporation. As the Senior Director for Child Welfare Strategy and Practice, Jeff’s responsibilities include developing and leading new human services initiatives with federal partners, including those in child welfare.
Jeff also has a side passion for endurance sports. He is a USA Triathlon (USAT) Level 1, USA Cycling (USAC) Level 2, and USA Track & Field (USATF) certified coach, and is head coach and owner of Drive Multisport, LLC based in Georgia. Coming from a single sport running background, Jeff has raced triathlon since 2007. A 10-time Ironman finisher, and Boston Marathon Qualifier, Jeff has focused on long-course racing since 2008 and has been coaching runners, cyclists, and triathletes since 2011.
